As an institution, the leadership continuum of the MRU Secretariat, political, as well as technical, needed for the business of the Secretariat is reflected in the decision making structures of the MRU, in the way of the Secretariat and the Technical Commissions or Working Groups, etc; produced draft documents, process them into resolutions through regular meetings of the Union Ministerial Council and signed them, yet into protocol by the Heads of States. Inside the Secretariat, the Secretaries General are to guide the Directors and staff to be swiftly responsive to activities required to be undertaken by the staff. Several feasibilities and reports are produced and projects implemented.
